The Local Government Unit of San Nicolas successfully conducted its Technical Budget Hearing for Executive Budget Proposals from September 10 to 12, 2025, gathering key department heads and budget officers to deliberate on consolidated proposals for fiscal year 2026.

On the first day, the Local Finance Committee, composed of Atty. Francis C. Ditol, Municipal Accountant; Francisco A. Ladia, Jr., Municipal Treasurer; Engr. Normandy J. Flores, Municipal Planning and Development Coordinator and Municipal Engineer; and Richard Rae Prestoza, Municipal Budget Officer facilitated the presentation of proposals from various offices and held a strategic huddle with the Local Chief Executive to align consolidated budget directions.

Participating in the session were Dr. Carl Jones Alimorong, MADAC Focal Person; PCPT George D. Banayos, Officer-in-Charge of the Chief of Police and Peace and Order Council Focal Person; Shallom Gideon Balolong, Municipal Disaster Risk Reduction and Management Officer; For. Eddie A. Mateo, Municipal Government Department Head I for the Environment and Natural Resources Office; and For. Marc Angelu Victor, Tourism Officer.

The second day continued with the Local Finance Committee’s review of consolidated proposals, joined by Bernardo B. Fabro Jr., MGDH I for the Municipal Civil Registrar; Atty. Charlene B. Lagua, MGDH I for the Public Employment Service Office; Tabitha Andrea V. Ylarde, Human Resource Management and Development Officer; Danilo M. Alagano and Merla Bagasan from the Business Permits and Licensing Office and Local Economic Enterprise; Engr. Christopher D. Serquina, MGDH I for the Municipal Agriculture Office; Mae Kathleen C. Tenerife, Health and Nutrition Focal Person and AIDS Board Focal Person; and Dr. Francis Lawrence P. Subido, MGDH I and Municipal Health Officer. Presenters from the health sector included Dr. Avalissa Prado, dentist; Imee Grace D. Mejica, medical technologist; and RHU Nurse Kaye Tenerife. Also present was Ernesto F. Camiloza Jr., Officer-in-Charge of the Municipal Assessor’s Office.

On the final day, Delia L. Dalutag, MGDH I for the Municipal Social Welfare and Development Office, presented the budget proposal for social welfare programs. The three-day hearing served as a platform for transparent planning, inter-office collaboration, and alignment of budgetary priorities with the municipality’s development goals.

Mayor Alicia Primicias-Enriquez emphasized the importance of the process, stating, “This hearing ensures that every peso in our 2026 budget reflects the needs, aspirations, and resilience of San Nicolanians. Through collective planning, we build a budget that empowers every sector to serve better.”
