𝐖𝐇𝐄𝐑𝐄𝐀𝐒, recognizing that the annual commemoration of Todos Los Santos on November 1 & 2, expectedly, will again bring a significant influx of people from all walks of life to honor their deceased loved ones, as well as guests and tourists, particularly following the Barangay and Sangguniang Kabataan (SK) elections (Non-Working Holiday) and a long weekend;

𝐖𝐇𝐄𝐑𝐄𝐀𝐒, this order aligns with Section 16 of Republic Act 7160, which empowers local government units (LGUs) to exercise police powers for the welfare of their communities. The issuance of guidelines and protocols within their jurisdiction, therefore, is a crucial aspect of this power;

𝐖𝐇𝐄𝐑𝐄𝐀𝐒, it is the responsibility of the local government to see to it that traffic is smooth, orderly and convenient to the public in all roads leading to the public cemetery during the observance of this annual religious activity, thus on this premise, there is a need to declare certain roads as One-Way and No-Entry to efficiently and effectively address the traffic situation in the areas enumerated hereunder;

𝐖𝐇𝐄𝐑𝐄𝐀𝐒, Section 21 of the Local Government Code expressly empowers the local chief executive to temporarily close any national/local road, alley, park, or square during athletic, cultural, or civic activities officially sponsored, recognized or approved by the local government unit provided that the duration of which shall be specified in a written order;

𝐍𝐎𝐖, 𝐓𝐇𝐄𝐑𝐄𝐅𝐎𝐑𝐄, 𝐈, 𝐀𝐋𝐈𝐂𝐈𝐀 𝐋. 𝐏𝐑𝐈𝐌𝐈𝐂𝐈𝐀𝐒-𝐄𝐍𝐑𝐈𝐐𝐔𝐄𝐙, Municipal Mayor of San Nicolas, Pangasinan, by virtue of the powers vested in me by law, do hereby order:

1. The Public Order and Safety Office (POSO) and the San Nicolas PNP are authorized to implement the Temporary Traffic Rerouting Scheme promulgated by the Municipal Disaster Risk Reduction & Management Council (MDRRMC) chaired by the undersigned on all roads leading to San Nicolas Public Cemetery and will be in effect from 7:00 am on October 31, 2023 to 9:00pm of November 1, 2023, as follows:

1.1. ONE-WAY ZONES. Quezon St. (near Casaratan Brgy. Hall), General Luna St. (Eastern Gasolinahang Bayan), and Zamora St. (near 7/11), have been designated one-way zones or the designated entry points while another one-way zone or the designated exit point is Quezon St. specifically at the back of Red Arrow High School.

1.2 TEMPORARY PARKING. Motorists will not be allowed to park on sidewalks to avoid congestions but the local government unit shall designate some areas for parking specifically those within the periphery of Municipal Grounds subject to the availability of space.

2. RESTRICTIONS ON PREMISES. Visit to the Municipal Cemetery shall not be limited. However, the Municipal Health Office shall implement the following:

2.1. Opening of the Municipal Cemetery starts from 6:00am and closes at 9:00pm from the evening of October 30 until November 1.

2.2. Interment activities will be suspended from October 31 to November 1 to give way to the expected increase in number of visitors visiting their departed loved ones. Normal interment operations shall resume on November 2.

3. LIST OF DONTS’. Please take note that the following are strictly prohibited: liquor and other alcoholic beverages, combustible materials such as portable cooking stoves and LPGs , firearms (except with security clearances), sharp objects, loud sound devices such as karaoke or videoke, gambling paraphernalia (e.g. deck of cards), littering and overnight staying.

4. Cleaning of tombs and graves is allowed only until 5:00pm on October 31.

5. Vendors are allowed to operate outside the public cemetery but must follow certain rules set by the Municipal Economic Enterprise Department.

6. Persons experiencing COVID symptoms are advised to defer their visit to the cemetery.

7. Incident Command Posts/Public Assistance Desks shall be set up in the Municipal Cemetery.

8. ENFORCEMENT. The Philippine National Police, Disaster Risk Reduction and Management Council, and the Municipal and Barangay Officials are hereby directed to strictly enforce this Order and help disseminate its provisions to the public. Patrollers and sentinels shall be deployed to ensure strict compliance and observance of health and safety protocols.

9. SEPARABILITY CLAUSE. If any clause, sentence, paragraph, or part of this Order shall be declared invalid or void, the other provisions shall not be affected thereby. All other orders, resolutions and pertinent rules and regulations, which are inconsistent with the provisions of this Order, are hereby repealed.

10. REPEALING CLAUSE. Should any provision of this Executive Order be declared invalid for any reason, those provisions not affected thereby shall remain valid, in full force and effect.

11. EFFECTIVITY. This Executive Order shall take effect immediately and shall remain in force until subsequently amended/revoked/revised.
