I. LEGAL BASIS
The office of the Municipal Planning & Development Coordinator is a local government
department created under RA 7160 who acts as the principal planning and development body
of the municipality responsible for the over – all coordinative office for the formulation of
various and integrated socio-economic, physical & other sectoral plans and policies for
consideration of the Municipal Development Council.
II. MANDATE
The plan outputs that the local planning structure is mandated to produce are of two types:
the comprehensive land use plan and the comprehensive development plan.
III.VISION
An innovative development planning office and think-tank of the Municipal Government, with
versatile, sincere, trustworthy, and diligent employees, providing automated data bank, quality
participatory project planning, development, implementation, monitoring and coordination
services for the total development of the municipality.
IV.MISSION
We shall pursue the development of a livable town anchored on agro-ecotourism and
sustainable development, such that the use of the municipality’s land and physical resources
yields the greatest benefits to both the present and future generations, through responsive,
effective and innovative planning and development services.
V. FUNCTIONS
 Formulate integrated economic, social, physical, and other development plans and
policies for consideration of the municipal development council;
 Conduct continuing studies, researches, and training programs necessary to evolve plans
and programs for implementation;
 Integrate and coordinate all sectoral plans and studies undertaken by the different
functional groups or agencies;
 Monitor and evaluate the implementation of the different development programs, projects,
and activities in accordance with the approved development plan;
 Prepare comprehensive plans and other development planning documents for the
consideration of the local development council;
MUNICIPAL PLANNING AND DEVELOPMENT COORDINATOR’S OFFICE PROFILE
 Analyze the income and expenditure patterns, and formulate and recommend fiscal plans
and policies for consideration of the finance committee as provided under Title Five, Book
II of the Local Government Code of 1991 (RA 7160);
 Promote people participation in development planning;
 Exercise supervision and control over the Secretariat of the Municipal Development
Council; and
 Exercise such other powers and perform such other functions and duties as may be
prescribed by law or ordinance.

VII.JOB DESCRIPTION
 Information Management. It involves generation, processing, storage and retrieval of sectoral planning information. Through the conduct of continuing studies and researches by the sectoral committees, the MPDO builds up new information for planning and programming. In addition, feedback information collected through monitoring and evaluation of the impacts of program and project implementation as well as the effects of development regulation constitutes a major component of the planning database. Under this function falls the task of building up and maintaining the Municipal Development Indicators System. Primarily responsible for the enforcement of the National Building Code (PD 1096) as well as of the implementing rules and regulations issued therefor.
 Comprehensive and Multi-Sectoral Planning. It involves preparation, update or revision of
the comprehensive land use plan and the comprehensive development plan.
 Secretariat Services to the MDC. Involves keeping minutes and records, setting agenda
and related matters pertaining to the activities of the Municipal Development Council.
