“AN ORDER PLACING BARANGAY SAN FELIPE EAST OF THE MUNICIPALITY OF SAN NICOLAS, PANGASINAN UNDER LOCKDOWN EFFECTIVE 6:00 P.M. OF JULY 11, 2020, UNTIL FURTHER NOTICE”
WHEREAS, Section 15, Article 2 of the 1987 Constitution and Section 16 of the Local Government C provide that all local government units are charged with the promotion of health and safety within their jurisdiction and as such must take lead in the prevention and control of COVID-19 at the local level;
WHEREAS, President Duterte issued Presidential Proclamation 922 placing the country in a state of Public Health Emergency;
WHEREAS, the COVID-19 INTER-AGENCY TASK FORCE (IATF) issued Resolution 11 allowing LGUs to declare a community quarantine under specific parameters;
WHEREAS, the Pangasinan Provincial Health Office conducted mass testing to 40 PUMs in our municipality on July 8, 2020, all of whom came from cities and provinces outside of the Municipality of San Nicolas;
WHEREAS, as of today, July 11, 2020, One(1) PUM with a travel history in Antipolo, Rizal and Quezon City, Metro Manila, tested positive for COVID-19;
WHEREAS, the San Nicolas Municipal COVID-19 Task Force, in an emergency meeting called today, recommended the lockdown of Barangay San Felipe East, this municipality;
WHEREAS, there is a need to immediately adopt responsive and appropriate measures to prevent any impending spread of COVID-19 in the Municipality of San Nicolas;
NOW, THEREFORE, I, DR. ALICIA L. PRIMICIAS-ENRIQUEZ, Municipal Mayor of San Nicolas, Pangasinan, by virtue of the powers vested in me by law, do hereby order the following:
SECTION 1. DECLARATION. The Barangay of San Felipe East, San Nicolas, Pangasinan, is hereby placed under lockdown effective 6:00 P.M. of July 11, 2020, until further notice;
SECTION 2. MANDATORY REGULATION OF MOVEMENT. The movement of people residing within the territorial jurisdiction of San Felipe East shall be exclusively for the purpose of accessing basic necessities and things essential to survival such as food and medicine including medical emergencies. Provided, however, that those accessing basic needs shall be a holder of a quarantine pass (one per household) which will be issued by the Punong Barangay.
SECTION 3. CLOSURE OF COMMERCIAL ESTABLISHMENTS. All non-essential business establishments shall be closed until further notice;
SECTION 4. IMMEDIATE FAMILY MEMBERS. Immediate family members of the person, who tested positive of COVID-19, within the household will be prohibited to go out of their residence for whatever purposes. Their basic and essential needs will be provided by the Local Government of San Nicolas and Barangay COVID-19 response teams;
SECTION 5. ESTABLISHMENT OF CHECKPOINTS. The San Nicolas Police Station, Barangay Officials and other Functionaries are hereby directed to establish checkpoints on 24-hour operations;
SECTION 6. CHECKPOINT LOGBOOK. A logbook at the border checkpoints of the barangay shall be established and strictly implemented to record the movement of residents going in and out of Barangay San Felipe East;
SECTION 7. SEPARABILITY CLAUSE. Any provision hereof which is declared invalid and deemed contrary to law or public policy shall not affect the remaining provisions hereof and shall remain in full force and effect.
