The strengthening of civic society organizations and youth-oriented groups to engage in the implementation of the LGU’s programs, initiatives, and activities through the Local Development Council is an important factor in the growth of this municipality.

- Tourism Development Programs
Tourism development thru the leadership of Mayor Alice initiatives focus on enhancing existing, emerging, and potential tourism sites by constructing road networks and visitor-friendly amenities, such as the AGPAY Eco Park, as well as preserving cultural assets through the installation of historical markers, demonstrated by the rehabilitation of the Red Arrow Monument. The formulation of this municipality’s Comprehensive Tourism Development Plan is a crucial step in developing and putting into place tourism-related infrastructure and services that will boost tourism, create jobs locally, and increase revenue.

- Business Friendly and Industry Promotion
With the assistance of the supportive Sangguniang Bayan, we hope to create a local investment-friendly atmosphere through the implementation of suitable legislation. Our serious efforts to encourage and strengthen local investment through streamlined business permit application process by introducing the all-year-round Business One Stop Shop using the Integrated Business Permit and Licensing System.
- Social Welfare
Health Development Program
Through the development of new rural health station, upgrading of buildings and support services, professionalization of the health sector, strengthening of health delivery systems, and better health care services, notably in the operation and management of rural health units.

Social Protection Program
Through the establishment of additional Child Development Centers, livelihood centers, holding centers, women centers, provision of aid to particular groups (women, people with disabilities, senior citizens), and enhancement of social welfare program delivery systems

- Peace and Order Program
Through the installation of CCTV within the Poblacion areas and enactment of the Master Plan for Municipal Disaster Risk Reduction and Climate Change Adaptation through collaborations, coordination, and networking in building the disaster resilience of communities and institutionalizing arrangements and measures for reducing disaster risks, including projected climate risks, and enhancing disaster preparedness and response capabilities of the 33 barangays

- Institutional Development
The government understands the necessity of creating necessary offices and positions as well as improving the promotion ladder for employees of local government units in order to carry out the key programs effectively and efficiently. To improve service delivery and increase productivity, government workers must be empowered and given capacity building opportunities. Enhancing institutional capacities through processes such as transparency and accountability is a critical asset in defining good governance.

- Infrastructure Development Program
Infrastructure development includes all sectors. It offers comprehensive economic, social, and administrative support. One of the administration’s top priorities is to improve community safety, which can be accomplished by installing solar lamps along roads, highland roads, and other areas. Covers the building / rehabilitation/ improvement of farm-to-market roads, flood control projects, the opening of other alternative routes, the construction of livelihood centers, digital infrastructure through the installation of a barangay electronic center, and a public address system.

- Environment and Natural Resources Protection
Ensure the long-term viability of economic growth and development by appropriately managing the environment and natural resources, as well as providing an efficient and environmentally acceptable disposal facility inside the municipality.

- Education and Youth Empowerment
Our youth-focused programs include sports, arts, activities that will develop the skills of young San Nicolanians, educational assistance for indigent youth, enrichment programs for junior and senior high school students to improve their chances of passing university entrance exams, and collaboration with Technical Institutions that will prepare and provide skills to youth as they transition into adulthood.
